Message From Dr. Carolyn Rogers, LEAD Faculty Chair

Hello P-12 Leadership Faculty,

Welcome to Q2 and CONGRATULATIONS for having 100% presence in the courseroom. It is indeed a pleasure working with such a dedicated group of professionals.

As we focus on our role of instructing school leaders, I encourage each of you to be mindful of our mission... to support the development of P-12 school leaders. Whether the learners we serve are preparing for roles as principal, directors, supervisor, superintendent, and the like, the work that we do will filter down to the education of an individual child. As such, it is important for each of us to challenge our learners to think beyond the cyber walls of Capella, and move with the heartbeats of learning, knowing that the work that we do is not just for today, but for tomorrow and beyond.

As you enter into your courserooms today, continue to put forth the effort necessary to shape the future. In your preparation, I ask that you remember the words of one of the greatest educators of our time, Dr. Marva Collins “Failure is not an option.” I am confident that each of you will do your part in training leaders to acquire and utilize the knowledge and skills needed to achieve excellence in our P-12 schools.

Thank you for your commitment!

Carolyn

TIME ALLOTTED

NOTES FROM DISCUSSION

Welcome and Introduction of New Faculty

8:00 – 8:05

New faculty (Rose Wilder, Linda Rodgers, Chris Stabile, Scott Hollinger) were welcomed and introduced themselves.

Quarter Launch

  • Faculty Expectations – In the courseroom 4 – 5 days per week; minimum of one response per learner per week; respond to all learner questions within 48 hours; a minimum of one contact per week for dissertation learners; contact Lead or Chair with any questions or concerns – no surprises.
  • ALL Faculty – Required to attend faculty meetings (Notify Lead if you are unable to attend in event of emergency).
  • Units for Part-time faculty – 15.99 – Notify Leads or Chair if you have a problem with assignments.
  • Teaching and Mentoring – Mentoring assignments will be made for ALL faculty.  If you have questions or comments, please contact the Chair.

8:05 – 8:25

How many days in courseroom, how many substantive responses, and how we grade assignments/frequency.

Dr. Rogers is provided a tier report to give snapshot report.

Respond to learners with substantive response. For example, "Based on my experience, I have..."

Make courseroom experience valuable.

The biggest complaint Dr. Rogers gets is that faculty sometimes do not respond. If faculty does not know, then faculty should call on other faculty member or refer to other colleague.

If you have learner with potential problems, let Lead or Dr. Rogers know right away.

If mentees do not respond, after various attempts, then contact advisor. It is best to set up a day that they email or call in.

All Faculty: Required to attend all faculty meetings. Contact Lead if cannot attend or attend one of other specialization meetings.

If you are requested as mentor, check your units and let Lead know of your availability.

C & I: Dr. Adrian Gibson is creating internship courses for standard across the board. Working to get additional mentors for mentee capacity.

LEA: Got NCATE accreditation and revised several courses. Three new people in LEA. Some decline in course enrollment. Hope to see increase. More faculty picked up mentoring assignments.

There is scholarship available for SOE for learners and is on iGuide and is solely for SOE learners and deadline is May 1st.

IDEAS needed for School Leadership

  • What would you like to see in course offerings?  Do we have misses?  Strengthens?
  • New Specializations in P-12 Leadership

8:40 – 8:50

Capella is looking at new specializations. Another one for consideration is Teacher Leadership. If you have others for consideration and think of what needs are which may be good to create.

For the Good of Group

8:50 – 9:00

Here are the participant codes you might find useful during our conference calls using PGiMeet Conference Call system (system we use for our faculty meetings), for example, if you are using a landline an do not have a “mute” button, you can use the system mute feature:
Participant Features:
Mute / Un-mute *6
Increase volume *4
Decrease volume *7
Increase microphone *5
Decrease microphone *8

CORRECTION: We have been asked to contact faculty support, rather than academic advisors or learner support, to attain personal email addresses for learners. For Proactive Communication #1 (sent by Wednesday of Week 1 to learners who have not yet shown up in the courseroom), faculty should request and use the learner's personal email address, since learners who have not shown up for class probably are not checking their Capella email accounts.  Email facultysupport@capella.edu to acquire learners' personal email addresses.

LEA Specialization Meeting Minutes - April 11, 2011, 8:00 AM CT

LEA Minutes

 Attended

Carolyn Rogers, Melissa McIntyre, Bill Wold, Jerry Horgen, Steve O’Brien, Linda Rodgers, Steve Hinshaw, Lisa Connor, Alma Rodriguez, Bob Pohl, Lee Monroe, Sue Slater, Phil Corkill, Ted Ray, Phyllis Wilson, Claire Boyce, Rose Wilder, Debbie Schreiner, Laura Trujillo-Jenks, Patricia Guillory, and Sheldon Pride.

New Faculty:

Peggy Grant: Peggy lives in South Carolina. She has been in the field of education for over 38 years. During that time she has served as teacher, assistant principal, and principal. During her time in the Georgetown County School System she moved an underperforming school to a nationally recognized Blue Ribbon School. Peggy earned her doctorate degree in 2002 from Nova Southwestern University. The focus of her dissertation was “Improving third-grade reading scores through a balanced literacy model.” Professionally, Peggy enjoys working in the area of school improvement and educational leadership. Peggy is an active member of Brookland Baptist Church in Columbia, South Carolina, and of the Alpha Kappa Mu Honor Society. She is the proud mother of one adult daughter. During her free time she enjoys attending a variety of sports events, especial football, traveling with my church choir and family in the U.S. and abroad, baking, and reading.

Linda Rogers: Linda has worked in a variety of positions in education. She has worked as a classroom teacher in Columbus and Cleveland, Ohio, in both the catholic diocese and urban public schools, served as a Principal in schools where 89% of the students were in poverty. The highlight of her early career was taking the big risk of implementing non-popular Direct Instruction (DI) programs at Arlington Park Elementary School in Columbus (1993-1996).  This is a school where students had achieved at the 50th percentile level or lower. Using the DI model, her school changed the face the face of education for students, teachers, parents and observers from around the country. In just one year, students improved at such an accelerated rate, it caught the attention of the district and moved them to change their implementation process to include researched based practices in their elementary schools. Linda’s career in education has been as a change agent.  That success started her national consulting journey to Texas, Louisiana, Maryland, Illinois, Michigan, Minnesota, Mississippi, and other parts of Ohio. Her goal was to help school districts know that all students could, in fact, learn how to read, write and do math at accelerated rates by using best instructional practices and effective instructional leadership.  This commitment to Direct Instruction and effective instructional monitoring in schools led to her dissertation topic and a qualitative study of principal leadership in Direct Instruction schools (I received my Ph.D. from the University of Dayton in 2002). In addition to consulting, in 1999 she opened the Millennium Community School, one of twenty-six charter schools that opened in Columbus that year.  She has served as both a principal and superintendent.  After years of hard work and focused attention of teachers and staff to the learning process, we were able move Millennium’s academic evaluation from “academic emergency” to “continuous improvement.” The work was rigorous, focused, unyielding, and rewarding.

In her personal life, Linda serves as a missionary at her church, St. John A.M.E. Church in Columbus, Ohio.  In that capacity she mentor young girls at the Scioto Correctional Facility, provide support and food to families housed at a YWCA Family Center, and manage our own food pantry.  Additionally, and on a personal level, her family supports a grandmother in the community who is raising grandchildren without economic or emotional assistance.

Rose Wilder: Rose is from South Carolina. She has worked as a superintendent for 16 years.  Prior to becoming a superintendent, she taught for eight years, served as an assistant principal, principal and an assistant superintendent of instruction. Rose enjoys working in the field of education. Her immediate goal is to work with teachers and school administrators to improve learning for all students.  Her professional research interests relate to single gender education, leadership style of females versus males, the impact of schools’ culture and environment on student achievement, the governance of charter schools versus public schools, the effectiveness of leading by visibility, the impact of the school’s leadership on student achievement and the impact of National Board Certified Teachers on student achievement. Rose’s personal professional interest is to work with parents, teachers and administrators in hopes of impacting student achievement. She is currently working with parents through an Evening with the Superintendent once per month in which parents and other interested community persons are invited for an evening of discussion about various topics that are relevant to student achievement and success.

Courserooms:

Proactive Communication: Please begin communicating with learners who have not been in your courses by Wednesday. Utilize the at-risk communication that can be found with in Proactive Communication section of I-guide. This is especially important because there are designated dates for learners to withdraw from a course. These dates can be found on I-guide and the Quarterly Start PP presentation. Most learners have a Capella email address. So, while it is important for you to communicate with them using that email address, it is also important that you contact Faculty Support to obtain a personal email address as well.  Faculty Support may be contacted via email: facultysupport@capella.edu

Incompletes: If you have incompletes from last quarter, please do not forget to complete the grade change form once students have submitted their work.

Visibility in courses: Be in the courseroom 4 – 5 days per week; minimum of one response per learner per week; respond to all learner questions within 48 hours; a minimum of one contact per week for dissertation learners; contact Lead or Chair with any questions or concerns – no surprises.

Revised courses that will begin April 11, 2011: The following courses were revised last quarter: ED7542, ED7541, ED7852, ED7820. If you are an instructor in one of these courses, please make notes about any problems that you find, so they can be corrected.

Faculty Meetings

Faculty are required to attend faculty meetings (monthly specialization meetings and quarterly P-12 LLP meetings). If you are not able to attend the faculty meeting for your specialization, you can attend the faculty meeting for one of the other specializations. If you need to do this, please make sure that the faculty lead is aware of your attendance.

Mentoring

LEAD template with embedded rubric: Thanks so much to Skot Beazley. He reviewed the revised template that he developed to incorporate the SMR information. Please review the documents to get a better understanding of the changes. In addition, please post the documents in your dissertation courseroom for learners.

IRB Changes: The IRB office will be implementing some changes to the way we use IRBNet, our third-party IRB document management system, effective April 11, 2011. The main changes include the following:

·       After a study has been reviewed, the IRB office will lock the original submission and create a linked package for learners when they need to submit additional or revised materials to the IRB in response to a deferral or when they request modifications.

·       Instead of working within a single package, learners and mentors will upload materials to and sign/submit linked packages for revisions and modifications.

·       Depending on the number of revisions or requests for modification, there may be several linked packages for any one learner.

·       This change will also allow the office to more accurately track the number of submissions and resubmissions, as well as provide more accurate information to learners and mentors about the status of their IRB submission.

·       In addition, it eliminates the need for mentors or learners to send an email to the IRB office letting them know that a deferred submission is ready for review. The IRB office has found that mentors often forget to send this email, which can lead to significant delays in the review process.

·       If you are contacted with concerns, please refer staff, faculty or learners to the IRB office or to the research center website where they can receive help in navigating this change. Please also feel free to contact me (Amy Donovan) or anyone in the IRB office for more information or additional rationale for making this change.

Scientific Merit Review (SMR): SMR began yesterday. All new mentees that start Q2 must utilize the SMR. Current mentees in the dissertation phase (already assigned to your mentoring courseroom this quarter) will not be required to use the SMR. However, you have the option of using it if you so desire. Please post the letter that Adell Newman-Lee sent out in the courseroom. If needed set up a meeting to review the process with your new mentees. During that time, provide them with the steps for accessing the SMR documents.

The SMR process is now documented in the dissertation courseroom in Milestone 3 (Proposal Structure). To access this information, complete the following:

  • Read the Scientific Merit Review Process instructions on iGuide and examine the Scientific Merit Review Documents linked at the bottom of the page.

  • Click on "Read the Scientific Merit Review Process " That takes you to the iGuide login in page.

  • Login. You will see this: “Please access Scientific Merit Review (SMR) documents that you must complete prior to gaining mentor approval of your proposal (Milestone 3). You and your mentor will work together to complete the appropriate SMR forms and submit those first to your specialization, and then to a scientific merit reviewer. All documents will be routed and officially tracked through CompDissSupport@capella.edu.”

  • The documents can be accessed from "Scientific Merit Review," or at the bottom of the page, where you will see:

Mentoring Meeting: The next mentoring meeting will be held on April 19, 2011 at 8pm CST. It will be facilitated by Phil Corkill and Carol Pasanen. Phone Number:  888-227-5650  Access Code: 29213#.

Course Revisions Meeting with Instructors

There are currently two courses that are being revised: ED5901 (Sue Slater) and ED7542 (Melissa McIntyre). There will be a meeting held to seek input from the instructors of these courses. The meeting will be held as follows:

  • ED5901: Wednesday, April 20, 2011 at 8:00 m CST.

  • ED7542: Thursday, April 14, 2011 at 7:00pm CST.

The call information for both meeting is: Phone:  1-888-205-5513 begin_of_the_skype_highlighting  Passcode: 348314

If you are not able to attend the meeting, please feel free to send you thoughts to Sue and Melissa so that it can be considered during the course revision process.

QM Review

In order to meet Quality Matters review expectations, a course must meet each of the 17 essential standards (standards valued at 3 points). In addition, the course must receive a minimum of 72 (out of 85) points. ED 7822 (The Funding of Educational Institutions) received 83 points and met all essential standards and so has met QM review standards. Thanks for Lee Monroe, Randall Sampson, and Bill Wold for their work. ED 7823 (Education and the Law) received 85 points and met all essential standards and so has met QM review standards. Thanks for Steve O’Brien, Richard Humphreys, and Jerry Horgen for their work.

SEL Specialization Faculty Meeting Minutes - April 11, 2011

From: Carol Pasanen, SEL Core Faculty

Date: April 13, 2011

Re: Notes from April 2011 SEL Meeting

Present at Meeting: Bill Brown, Ron Dougall, Dennis Flood, Kathy Mondell, Scott Hollinger, Carol Pasanen, Carolyn Rogers

Meeting Notes, April 13, 2011

1.     P-12 Leadership Quarterly Meeting—April 11

Carolyn briefly went over some of the points from her April 11 meeting—including the requirement to attend all monthly specialization meetings and the necessity of having faculty mentor our dissertation learners.

2.     Quarter 2 Start Report

All faculty reported a smooth start with ALL learners present in all courses

3.     Scientific Merit Review Process

Carol suggested placing the SMR forms in the dissertation courserooms  for easy access for the learners. When a mentee completes sections 1 and 2, the form should be sent to his/her specialization lead for approval (SEL—Carol Pasanen, LEA—Melissa McIntyre, C&I—Skot Beazley).

4.     SPA Report

Carolyn gave a brief history of the SEL SPA report. Special Education Leadership was the first P-12 Leadership specialization to achieve national recognition. The SEL specialization will go through this process again in 5 years. Carol went over the 2009 National Recognition Report to make sure the suggestions that were made in the report are followed as we examine assessment data and revise courses. The following three areas for consideration were part of the report:

a.       As the program progresses in aligning assessments to the CEC Standards, the program is encouraged to further align each assessment to the CEC Advanced Common Core Standards.

b.      The program is encouraged to refine the performance indicators within its rubrics to focus on quality of candidate performance.

c.       Data should continue to be collected. Data should be aggregated, reported by element of the rubric, and aligned to the CEC Standards.

5.     Topics for Future Meetings

Carolyn suggested that as we read articles in our field, we forward significant articles to faculty in our specialization. We can then discuss these articles during our monthly meetings.

6.     Next Meeting—May 11, 8:00 a.m. CST

IRBNet Changes - Communications from Dr. Newman-Lee & Dr. Amy Donovan

If you are mentoring, please read the following message from Amy Donovan about changes to the functioning of IRBnet.

Please read the entire email below, but here are the highlights:

  • The main change is that after a study has been reviewed, the IRB office will lock the original submission and create a linked package for learners when they need to submit additional or revised materials to the IRB in response to a deferral or when they request modifications.

From: "Donovan, Amy" <Amy.Donovan@Capella.edu>
Date: Thu, 7 Apr 2011 09:11:14 -0500
To: Subject: IRBNet Changes

Good morning!

In order to be more compliant with federal regulations around IRB review, the IRB office will be implementing some changes to the way we use IRBNet, our third-party IRB document management system, effective April 11th. The main change is that after a study has been reviewed, the IRB office will lock the original submission and create a linked package for learners when they need to submit additional or revised materials to the IRB in response to a deferral or when they request modifications. Instead of working within a single package, learners and mentors will upload materials to and sign/submit linked packages for revisions and modifications. Depending on the number of revisions or requests for modification, there may be several linked packages for any one learner. This change will allow the IRB office to maintain a record of all submitted materials in their originally submitted format as required by the federal regulations, whereas our current procedure permits learners to change or modify previously reviewed materials. This change will also allow the office to more accurately track the number of submissions and resubmissions, as well as provide more accurate information to learners and mentors about the status of their IRB submission. In addition, it eliminates the need for mentors or learners to send an email to the IRB office letting them know that a deferred submission is ready for review. The IRB office has found that mentors often forget to send this email, which can lead to significant delays in the review process.

Communication about this change was sent to all faculty in March via the IRB newsletter, which is linked below. Additional information is available within the research center about this change, and a guide for mentors and learners was created that reflects the IRBNet changes. There are also new online training tutorials related to how we use IRBNet available in the research center, and the IRB office will be providing increased phone support as we move through this transition. New learners will not see changes, however learners currently in the IRB process will be asked to work within a linked package when they resubmit. Additionally, mentors may have concerns about changes in the process. If you are contacted with concerns, please refer staff, faculty or learners to the IRB office or to the research center website where they can receive help in navigating this change. Please also feel free to contact me or anyone in the IRB office for more information or additional rationale for making this change. You may also visit the links below for additional information and to see what was sent to all faculty.

The IRBNet changes are now all live in the Research Center, including a link to the Research Messenger –March Newsletter which highlights the changes and offers tips and “hotline” information, a new IRBNEt Guide for researchers and research supervisors and online training tutorials.

Please cascade this message to others as appropriate.

Thank you for your support as we manage this change in order to better serve our learners while maintaining compliance with federal regulations!

Sincerely,

Amy Donovan
